Rule 70
Promotion on the basis of performance
According to section 29 of the Employee Performance Evaluation Act, the employee who gets the highest score will be promoted first. But in the case of employees who get the same marks while evaluating the performance, they will be promoted on the basis of seniority and the seniority of such employees will be determined on the following basis:-
(a) On the basis of the date of decision of appointment or promotion to the post at the current level,
(b) If there is no separation of seniority according to Clause (a), on the basis of the date of appointment or promotion to a position below that level,
(c) If the seniority is not separated from any of the grounds mentioned in clauses (a) and (b), on the basis of the order of merit recommended by the Public Service Commission. But if the recommendation is received from the Public Service Commission on the same date of the open competition and the promotion competition, the seniority of the employee recommended from the open competition will be maintained.
